Cowen joined throngs of mourners who came out to mark the passing of Senator Kennedy at the Kennedy Library and Our Lady of Perpetual Help Basilica where a funeral Mass was set for Saturday.
Cowen was not scheduled to travel to Washington for the burial of Senator Kennedy beside his brothers at Arlington National Cemetery. That gathering is a private one.
