On previous occasions when the British have decided to intervene to preempt a threatened walkout of the Ulster Unionists from sharing power with Sinn Fein, the way back to a restoration of self-government was blocked by only one major obstacle. It was called decommissioning. Unionists and both the Irish and British governments had been demanding that the IRA begin disarming for years. After three suspensions, the gesture finally came on Oct. 24, 2001, and within weeks the power-sharing government was up and running again.
This time, however, things may not be so easy. The series of events that has precipitated the current crisis has greatly deepened the North
