Summoned following the withdrawal of Manchester United’s Roy Carroll, Fettis won the last of his 25 caps for the North five years ago.
Other notable absentees include the veteran Gerry Taggart and defenders Colin Murdoch and Danny Griffin.
McIlroy’s complete 19-man squad, announced last weekend, comprises goalkeepers Maik Taylor and Fettis, defenders George McCartney, Mark Williams, Michael Duff, Aaron Hughes, Stephen Craigan; midfielders Peter Kennedy, Grant McCann, Damien Johnson, Steve Lomas, Kevin Horlock, Philip Mulryne, and forwards Paul McVeigh, David Healy, Stuart Elliott, Keith Gillespie, Andrew Kirk, and James Quinn.
Northern Ireland badly need a win to revive their ebbing qualification hopes. They are bottom of a group, led by Spain (6) and Ukraine (5), with one point from their opening two games.
