Job Description: Deputy District Attorney with the Office of the District Attorney for the County of Sacramento, prosecuting sexual assault and

sexually violent predator cases for 10 years before recently moving to prosecuting environmental crimes.

Why I chose this career: I chose to be a prosecutor to pursue justice for victims, who are commonly the most vulnerable people in our society. As a child I would often go to work with my father, Thomas P. Higgins, a 43-year-veteran prosecutor with the Los Angeles County District Attorney’s office, and watch him in trial. He instilled in me a strong sense of justice and respect for law and order. Being around the Criminal Courts Building in Los Angeles allowed me to meet some legendary attorneys, and experience the exciting environment of a bustling courthouse.

The proudest moment of my career: Securing justice for victims of a serial rapist who terrorized his victims and who was found by experts to be an offender who

was likely to re-offend. Knowing that this extremely dangerous offender would not be able to re-offend was very gratifying.

I celebrate my Irish heritage by: Visiting Ireland with my family, going to the San Francisco St. Patrick’s Day Parade, and teaching my sons about Irish history.

Biography

Kevin Higgins was born in Sacramento, California. His wife, Anne Higgins, Ph.D., is a Clinical Psychologist, he has three wonderful sons, Brendan (11), Aidan (8), and Declan (6). He received a Bachelors of Arts degree in International Relations from UCLA in 1989, and a Juris Doctor degree from McGeorge School of Law in 1993. He worked in civil practice for six years before joining the Sacramento County District Attorney’s Office in 1999. He has trained fellow prosecutors in trial tactics for Sexually Violent Predator cases.
