Why I chose this career: As a young man fresh out of college Police work seemed like an interesting, exciting and rewarding career and it hasn’t disappointed.

The proudest moment of my career: Although there have been many moments in my career probably the proudest was standing on stage with my three sons as the youngest of them was sworn is as a Police Officer and joining his

brothers and myself in the law enforcement community.

I celebrate my Irish heritage by: Reading Irish history, particularly about the Rising, playing my Pipes and enjoying a Guinness.

Biography

Deputy Chief James M. Dumser, of the Mount Vernon Police Department, has been in law enforcement for 38 years. During those years he has served in every division of the Department, rising in the ranks to Deputy Chief. Married for 34 years to

Deborah (Morley) they have raised five children, James, Jr., Patrick, Kerry, Katie, and Danny. The three boys and a daughter-in- law are all police officers in Westchester County, NY. His eldest daughter Kerry is a Magnum Cum Laude graduate of Iona College in New Rochelle with a Major in Communications and is now working for a media company in Poughkeepsie, NY. His younger daughter Katie is an honors student with an Associate Degree from Dutchess Community College. She plans to attend a four-year college. Both daughters are Irish Step Dancers. The family also includes the next generation with grandchildren James Michael III, Michaela Lynn, Joseph Michael and Robert James. He has been a bagpiper with the Police Emerald Society of Westchester for 30 years. His sons are in the band as well, two pipers and one drummer. The Chief can trace his Irish roots from his mother’s side (Malone and Callaghan) to Limerick and his wife Debbie’s grandfather (Morley) is from Ballyhaunis County Mayo. He was raised in the City of Mount Vernon. Graduated from Archbishop Stepinac High School 1969.  Graduated from Nichols College 1973 with a Bachelor of Science in Business Administration. He was appointed as a Police Officer on July 26, 1975. Assigned to the Detective Division, April 2, 1984. Promoted to Sergeant on January 13, 1989 as a Street Patrol Supervisor. Promoted to Lieutenant on September 10, 1994 as a Squad Commander. Assigned to Detective Division as Executive Officer, January 1999. During this assignment he was tasked with and successfully completed the New York State Re-Accreditation process of this Department. Promoted to Captain on December 23, 1999. Assigned as Commanding Officer, Support Services Division, March, 2000. Promoted to Deputy Chief May 17, 2006. He is currently assigned to the Chief’s Office. During his tenure he has successfully completed the following Specialized Training: Swat Training, April 1977. EMT Training, December 1977.  Hostage Negotiation, May 1978. Homicide School, April 1987. Crisis Negotiation, June 1997. Weapons of Mass Destruction Awareness, June 2005.  James graduated from the FBI National Academy, Quantico, VA, 2004.
