Kelly new Customs chief

Ray Kelly, commissioner of the New York Police Department from 1992-94, has been appointed by President Clinton as commissioner of the U.S. Customs Service. In his new job, Kelly will oversee almost 20,000 customs agents and inspectors.

Kelly is at present undersecretary for enforcement at the Treasury Department.

Ray Kelly is brother of Donald Kelly, senior vice president at Emigrant Savings Bank in New York.
